12/12/02 North Austin Chapter Meeting minutes
The meeting was held at Randy Rowley’s home. Two officers, four members, and one youth member attended (seven total participants). Thanks to Charles Cutchens and Randy Rowley who supplied pots of chili. The video “First Time In” was shown. Prayer requests were taken. Randy Rowley led us in a prayer. A discussion was held on upcoming events.

The Proposed 2003 Calendar was discussed. All events from the proposal were accepted. Two additional events were added: a Deep Sea Fishing Trip scheduled for the Spring that Charles Cutchens is heading, and a Pheasant Hunt scheduled for December that Kevin Wall is heading. The following Proposals to the Bylaws were made by the President (Randy Rowley). Seconds were made for all proposed changes. A vote was taken. All changes passed unanimously.

- Any action agreed to by a majority vote of the members present at any chapter official meeting shall constitute an official action of the Club, however, any action that effects the entire Club must be approved by all the Club’s chapters. If the other chapters of the Club decline to vote on the proposed action within 60 days of its approval by the chapter that initiated it, the action will be regarded as approved by all the Club’s chapters and will constitute an official action of the Club.
- A chapter President can, at his discretion, hold a vote on a proposed action by E-mail, mail, or phone proxy in lieu of holding a vote at a meeting of his chapter. Attempts must be made to obtain a vote from all active members of the chapter. The chapter President must inform the Club President of the results of the vote within 72 hours.

These Executive Decisions can later be overturned by a majority vote of the members present at any Club official meeting or a vote by E-mail, mail, or phone. The Club President must make attempts to obtain a vote from all current Club officers.

- Actions or amendment proposals that are not approved by all of the Club’s chapters will be addressed at a meeting of the officers from all the Club’s chapters. If a compromise is achieved, the revised action or amendment proposal must then be presented to the members of the individual chapters for approval. If a compromise cannot be reached a majority vote of the entire Club membership carries.

Presidents note: Our system, which required both chapters (North Austin and South Austin) of the Club to approve all actions of the Club worked well when we were having regular meetings of both chapters. The North Austin Chapter (NAC) met on even months and the South Austin Chapter (SAC) met on odd months. When one chapter approved a change in the Bylaws, Statement of Faith, or Calendar it only took a month for the other chapter to vote on it. Unfortunately this system has broken down because the SAC has not be able to hold meetings due to work conflicts. In fact, the SAC has not had a meeting since 2/01 (almost two years). The way that we have handled SAC votes since 2/01 is by phone or in person at Club events. This system has proven to be unwieldy. The changes that were approved at this meeting address this problem twofold: 1. Meetings will no longer be called NAC Meetings and SAC Meetings – rather they will be called Club meetings and 2. Actions approved at Club meetings are final. We also felt that it was prudent to add that the Club President only (not Chapter Presidents) can initiate a vote via e-mail, mail, or telephonically, as long as attempts are made to obtain a vote from all active Club members. This system will be employed when we do not have time to wait for a meeting to vote on a proposal. Finally we gave the Club officers the authority to make Executive Decisions when an immediate response was required and there was insufficient time to poll all the Club members. For example, this meeting was originally scheduled for 12/5/02 at Mr. Charlie Batts home. On 12/3/02 we rescheduled the meeting for 12/12/02 at my home due to a church scheduling conflict. Our bylaws, at the time, required that all changes to the calendar be approved by all the Clubs chapters. There was insufficient time to poll both chapters, so the officers made an Executive Decision on 12/3/02. We now have officially approved this practice. If Club members are unhappy with the officers decision it can be revisited via our bylaw procedures. This changes still must be approved by the SAC active members. An proposal via e-mail will be sent to the SAC active members. They will have 60 days to cast their votes.

The meeting was held at Randy Rowley’s home. Two officers, four members, and five youth member attended (11 total participants). Prayer requests were taken. Derrich Pollock led us in a prayer. The new FCS T-shirts were available for sale. A discussion was held on upcoming events.
A discussion was held on where to hold the upcoming Quarterly Clay Target Shoot, scheduled for 12/14/02 at 9:00 AM. A proposal was made by Randy Rowley to make the location the Capitol City Trap & Skeet Club because the manager that was rude to us on the 6/29/02 Sporting Clays Shoot is no longer working there. The proposal passed unanimously.
A discussion was held on a bay fishing trip for Specks and Reds scheduled for 11/10/02. Randy Rowley proposed to cancel this trip. Instead him and his son, Ryan, will do a “scouting” hog hunt at J B Hunting Ranch on 12/30 – 12/31/02 (Randy can’t afford both trips). If the hunt is successful, we will have our 2003 Hog Hunt there in 2/03. The proposal passed unanimously.
8/1/02 North Austin Chapter Meeting minutes
The meeting was held at Sea Island Shrimp House. Three officers, four members, and two youth member attended (nine total participants). Prayer requests were taken. Derrich Pollock led us in a prayer. A discussion was held on upcoming events.
A discussion was held on where to hold the upcoming Quarterly Clay Target Shoot. A proposal was made by Randy Rowley to move the event to the Austin Skeet Range three miles east of Manor and reschedule it for Saturday, August 17, 2002 at 9:00 AM. The proposal passed unanimously.
A discussion was held on a bay fishing trip for Specks and Reds with Garrison Guide Service. This event will occur the day after the Annual Goose/Duck hunt, probably on 11/10/02.
An update was given on the upcoming FCS T-shirts. The shirts should be available in September.
A discussion was held on a proposal that was originally made via e-mail on 6/27/02. On 6/27/02 a request was made by a woman, who is not related to any FCS members, for her and her boys to be allowed to participate in the 6/29/02 Sporting Clays Shoot. We had addressed women participating in Club events to some degree in the past but not completely. On 2/25/02 a proposal was made at a NAC Officers Meeting to allow Club members wives, girlfriends, and/or daughters to participate in all Club outings. The proposal passed unanimously. At the 3/24/01 SAC Officers Meeting the same proposal passed unanimously. It also passed unanimously at a 4/5/01 NAC meeting. One thing that we neglected to do was to add this to our Bylaws. A proposal was made to add the above to the Bylaws (section III. Membership, letter K) with a minor modification. It reads as follows:
- Club members wives, girlfriends, and female relatives can participate in all Club outings. Single women who are not related to a Club member or women who are married but their husband is not a Club member can participate in activities that are not held in the field. Presently this is limited to Clay Target Shoots held at public facilities.
President’s note: The reason for this proposed restriction is we are commanded as Christians to avoid even the appearance of evil. We have no need for people to talk about a bunch of married (and a few single) men being out in the woods with single women and/or married women without their husbands. Club members wives or girlfriends would also not be thrilled about this prospect.
A vote was taken. The proposal passed unanimously. This proposal was put for a vote via e-mail on 6/27/02. The members who responded were unanimously in favor of the proposal. South Austin Chapter members who did not vote via e-mail should call David Chalmers South Austin Chapter President at 512-445-6251 or Randy Rowley Club President at 512-963-0003 to vote: The deadline to vote is 8/26/02.
A discussion was held on a proposal that was originally made via e-mail on 6/15/02. After the North Austin Chapter voted for Fiscal Year (FY) 2002 Budget Proposal 3 and the South Austin Chapter voted for FY Budget Proposal 1 a compromise budget was proposed (FY 2002 Budget Proposal 4). With this budget the newsletter would continue as a membership benefit but in a no more than two pages abbreviated form. Hunting His Way would only have Upcoming Events, Prayer Request and Praises, and changes to the Bylaws, Statement of Faith, and/or Calendar sections. This revised newsletter would cost .16 to print and .37 to mail for a total of .53. Currently the newsletters cost $2.00 to print and mail. This change would cut the costs associated with Hunting His Way by 75%! An FCS magazine “Following His Trail” that includes all the sections of this Hunting His Way would be available to any member as a subscription item for $8.00/year ($2.00/issue) if there is sufficient demand. To summarize, with this budget the newsletter would still be retained as a membership benefit and our costs would be cut tremendously. Here are the specifics:

6/6/02 North Austin Chapter Meeting minutes
The meeting was held at Larry Dowden’s home. Three officers, five members, and one youth member attended (9 total participants). Derrich Pollock led us in a devotional. Derrich recommended the following books: The Normal Christian Life by Watchman Nee and The Complete Green Letters. Derrich also invites all FCS members to a Bible study that he has been participating in for about a year. The group meets at Great Hills Baptist Church every Tuesday at 11:30 AM in room 231. The study lasts about an hour. Eddy Chance shared a testimony. Prayer was held for prayer requests. A tape on deer hunting was shown.
An update was given on the upcoming FCS T-shirts. We are seeking a generic camo pattern. The shirts should be available at the 8/1/02 NAC Meeting.
The FY2002 budget was revisited. Randy Rowley had a concern that by removing the Quarterly Newsletters as a membership benefit the new brochure (which lists it as a benefit) would no longer be valid. Ideas were presented on how to modify the brochure.
A proposal was made to reschedule the 6/8/02 Sporting Clays Shoot to 6/22/02. A vote was taken. The proposal passed unanimously.
A proposal was made to make the Central Zone Fall Dove Retreat into a one day hunt on 9/1/02 due to concerns that many members would not be able to afford both a Central Zone Retreat and a South Zone Retreat. A vote was taken. The proposal passed unanimously.
A discussion was held on options for the 2003 hog hunt.

4/4/02 North Austin Chapter Meeting minutes
The meeting was held at Ron Denison’s home. Two officers and eight members attended (10 total participants). John Murray led us in a devotional. Prayer was held for prayer requests. A tape on turkey hunting was shown. The new FCS Brochure and FCS Display were presented.
Ron Denison was the only member who desired to run for Treasurer. As he was unopposed, according to our bylaws, an election was not held. His term will expire on 12/31/03.
A discussion was held on having the next hog hunt (2003) at the Arrowhead Ranch. The Arrowhead is $20.00 cheaper than Texas Wild (where we have hunted the past two years) and has a guaranteed kill.

With this budget we would keep the membership due at $12.00/year ($1.00 month prorated) but would make paper newsletters optional. Members who wish to have a newsletter mailed to them will pay a $2.00/newsletter or $8.00/year subscription fee in addition to their membership due. This budget would require the membership benefits section of the bylaws to be modified to delete four newsletters a year as a membership benefit. This budget would also give us a larger cushion (35 members X $12/member = $420.00 – $208.00 budget = $212.00 cushion) to make purchases such as caps and T-shirts.
A vote was taken. Proposal 3 received the majority vote. These proposals will also be voted on by the South Austin Chapter on 5/2/02.
2/7/02 General Meeting Minutes
The meeting was held at Pok-E-Jo’s barbecue restaurant on 5th Street. Two officers and one member attended (three total participants). The 2002 Proposed Calendar was approved (see the Upcoming Events page). The 2002 FCS T-shirt continues to be in development by Derrich Pollock. Derrich is finalizing the shirt and will order 24 shirts soon. Two South Austin Chapter meetings were added to the calendar. Randy Rowley was elected Club President unanimously. The following propositions passed unanimously:
Proposition 1
The Club President will serve a two year term (current term 2/7/02 – 12/31/03).
Note: The two year term stipulation will be added to the Bylaws in the “Officers” section.
Proposition 2
Future elections for unopposed officers/members (as determined by Ballot Surveys) will not be held. The unopposed officer/member will automatically receive another two year term.

Proposition 3
The Club will implement awards to the 1st, 2nd, and 3rd place finishers at all future Quarterly Sporting Clays Shoots.
Proposition 4
The awards for the 1st, 2nd, and 3rd place finishers at future Quarterly Sporting Clays Shoots will be paid for from Club funds.
Proposition 5
The Club should purchase Mr. Ewald a gift for his consistent honesty regarding the game conditions at his property. The gift will cost no more than $50.00.
